Allen Clark, the homeowner, says he lost electrical power around 11 p.m. on a Friday night and was without heat until the following Wednesday. He says he could hear trees cracking outside, saw ice piling up across the yard, and later spotted water creeping into the house from above and below, including around the floorboards.
